Child welfare system in Russia. Families are taking a blow.
Child services are supposed to step in whenever a family finds itself in a difficult situation. Punitive actions are the last resort when help fails, and children are at risk. At least, this is how it's supposed to be. Several Russian families share stories of bitter fights for their children put in foster care by deaf officials representing a heartless system.
